Balfour Beatty Communities Appoints New Military Housing Operational Leadership

Seasoned Industry Leaders Share Unwavering Commitment to Exceptional Living Experiences for Military Families

Balfour Beatty Communities (BBC), a national residential real estate investment and management company, today announced it has named Starla Miller as senior vice president, military housing operations, and Alison Birney as senior vice president, military housing facilities management.

As senior vice president, military housing operations, Starla has full oversight of Balfour Beatty Communities’ military housing property management operations, including resident relations, asset performance and leasing activities. Under Starla’s leadership, the teams will continue to drive operational excellence underpinned by compliance and exceptional customer service. Additionally, Starla will focus on further strengthening relationships with Balfour Beatty’s military partners at the local, regional and national levels.

A 17-year veteran of the military housing sector, Starla has held various increasingly responsible roles in community management since joining Balfour Beatty in 2011. During that time, she has led large, complex business areas and initiatives for the company, most recently serving as vice president, Navy housing operations.

As senior vice president, military housing facilities management, Alison Birney leads the facilities management function for Balfour Beatty Communities’ military housing portfolio. Working collaboratively with Starla and the Operations team, Alison will further develop the company’s facilities management strategy to ensure it delivers effective, timely maintenance support to property operations. Alison will also work to evolve and modernize facilities management operations, including identifying new technology and partnerships that will enhance the resident experience.

With a 28-year career in multifamily facilities and operations management, including 13 years in the military housing sector, Alison’s results-oriented approach and employee-centric leadership have played a pivotal role in driving performance. Throughout her tenure at Balfour Beatty, Alison has played a critical role in shaping and leading transformation initiatives, most recently serving as vice president, Air Force and Navy facilities management operations.
